Job Description
The objective of this assignment is to provide full technical oversight and supervision of the finalization
works of the NLA campus, ensuring that all construction, engineering installations, and environmental
systems are completed in accordance with approved designs, specifications, timelines, safety
standards, and budget provisions

Key Responsibilities
Review, refine, and finalize the master plan for the NLA auditorium and associated facilities, ensuring coherence with the overall campus layout and long-term institutional vision.
Oversee the exterior and interior finishing works of all campus buildings, ensuring quality workmanship, durability, and alignment with approved architectural designs.
Supervise all technical installations, including, Electrical wiring and distribution systems and Lighting systems (internal and external).
Security systems (CCTV and access control). Sound systems for the auditorium and training halls., ICT infrastructure, including fiber optics and digital display systems
Supervise the construction and finishing of the campus guest house, ensuring compliance with approved designs, technical specifications, and project timelines.
Oversee the drilling of a borehole and installation of a complete water supply system, including pumping, storage, filtration, and purification mechanisms to ensure safe and sustainable water access.
Provide technical guidance on the design and installation of a solar energy system, ensuring integration with existing electrical infrastructure and long-term cost efficiency.
Design and supervise the implementation of a rainwater harvesting system to optimize water resource management across the campus.
Lead the technical planning and execution of an effective drainage system to prevent flooding and ensure proper stormwater management.
Conduct regular site inspections and certify progress of works before payments are approved.
Ensure that all works comply with national building regulations, environmental standards, and occupational health and safety requirements.
Coordinate closely with contractors, suppliers, architects, consultants, and relevant authorities to ensure smooth implementation of activities.
Identify technical risks and propose practical solutions to avoid delays or cost overruns.
Prepare and submit bi-weekly and monthly progress reports detailing achievements, challenges, financial status of works, and recommended corrective measures.
Support the development of basic maintenance guidelines to ensure long-term sustainability of campus infrastructure.
Requirements
Minimum of seven (7) years of progressively responsible experience in construction supervision and infrastructure projects.
Demonstrated experience in supervising multi-component similar large-scale developments.
Proven experience in managing contractors and ensuring compliance with technical specifications and timelines.
Experience with renewable energy systems (particularly solar installations) and water systems (boreholes, filtration, drainage) is highly desirable.
Previous experience working in Somalia or similar operating environments is an advantage.
Strong knowledge of construction standards, structural integrity requirements, and building codes.
Solid understanding of electrical systems, plumbing, drainage, and environmental sustainability practices.
Ability to read, interpret, and review architectural and engineering drawings.
Familiarity with cost control and construction budgeting processes.
Proficiency in engineering software and basic project management tools
Qualifications
Bachelor’s degree in civil engineering, Electrical Engineering, Environmental Engineering, or a closely related field from a recognized university.
A master’s degree in a relevant field will be an added advantage.
